This document specifies requirements for the design and operation of surface-based observing networks used for the determination of GHG emissions in urban environments. It establishes protocols for measurements of carbon dioxide (CO2), methane (CH4), and carbon monoxide (CO) in the atmosphere. This document does not address measurements of nitrous oxide (N2O) and fluorinated gases (HFCs). NOTE CO is included because of its use as a proxy indicator gas for some widely used combustion sources, such as automobiles. This document establishes requirements for GHG concentration measurements in the incoming and outgoing air streams associated with an urban environment. This document is aimed to inform local and regional governments about how to assess GHG emissions within their jurisdictions, and about how to assess the impact of mitigation efforts undertaken by governments and private sector organizations to reduce GHG emissions.
